"I need an app" often means "I want customers to book without calling me". Sometimes the answer is an app; sometimes a well built booking page is enough, and it costs less.
I do not do everything: I do four things, and I take each from start to finish. The website that gets you found, the app on your customers' phones, the platform that collects bookings and payments, the automation that clears away repeated work. People usually write asking for a quote on one specific thing. That first conversation is about whether it really is the thing they need.

The site gets you found by people who do not know you; the app keeps the ones who already do. If the budget covers only one, start with the one that brings new enquiries.
I look at what you have, tell you what I would keep and what I would rebuild, and put costs and timing in writing. If the honest answer is "you do not need this", you get that too.
